The Department of Homeland Security said on Sept. 22 that any member of Congress can request to speak with any ICE detainee and ICE will facilitate such meetings, in a statement disputing Escobar's characterization.

The response came from a DHS spokesperson, and The Guardian reported it the same day. The commitment is unconditional on its face: it reaches any detainee and any member of Congress, with ICE handling the arrangement.
